Geri kalan yurtta\u015flardan lojmanda oturanlar\u0131n oran\u0131 y\u00fczde 1,2 olurken kendi konutunda oturmay\u0131p kira \u00f6demeyenlerin oran\u0131 ise y\u00fczde 14,6 olarak ger\u00e7ekle\u015fti.<\/p>\n<p>Adrese Dayal\u0131 N\u00fcfus Kay\u0131t Sistemi (ADNKS) sonu\u00e7lar\u0131na g\u00f6re 2021 y\u0131l\u0131 sonu itibar\u0131yla T\u00fcrkiye&#8217;nin toplam n\u00fcfusu 84 milyon 680 bin 273 ki\u015fi oldu. Ve yine yine T\u00dc\u0130K, Adrese Dayal\u0131 N\u00fcfus Kay\u0131t Sistemi (ADNKS) sonu\u00e7lar\u0131na g\u00f6re, hanehalk\u0131 b\u00fcy\u00fckl\u00fc\u011f\u00fcn\u00fcn, azalma e\u011filimi g\u00f6stererek 2021 y\u0131l\u0131nda 3,23 ki\u015fiye d\u00fc\u015ft\u00fc\u011f\u00fc g\u00f6r\u00fcld\u00fc. Ancak enflasyonun h\u0131zl\u0131 y\u00fckseldi\u011fi d\u00f6nemlerde konut sahipleri geriye do\u011fru endekslemeyi kabul etmiyor, daha y\u00fcksek kira istiyor.<\/p>\n<p>Kira art\u0131\u015f oran\u0131 Haziran ay\u0131 i\u00e7in y\u00fczde 39.33 olmas\u0131na kar\u015f\u0131n \u0130stanbul Planlama Ajans\u0131\u2019n\u0131n \u00e7al\u0131\u015fmas\u0131na g\u00f6re, \u0130stanbul&#8217;da Nisan 2022 sonu itibariyle yeni konutlar\u0131n son bir y\u0131ldaki kira art\u0131\u015f\u0131 y\u00fczde 161,4 oldu.<\/p>\n<p>BETAM&#8217;\u0131n 24 May\u0131s&#8217;ta yay\u0131mlanan raporuna g\u00f6re, yine Nisan 2022\u2019de y\u0131ll\u0131k kira art\u0131\u015f\u0131 \u0130stanbul&#8217;da y\u00fczde 140, Ankara&#8217;da y\u00fczde 133.9, \u0130zmir&#8217;de ise y\u00fczde 110.8 oldu. K\u0131y\u0131 kentlerdeki \u00e7ok y\u00fcksek kira art\u0131\u015flar\u0131 nedeniyle, T\u00fcrkiye genelinde ortalama kira art\u0131\u015f oran\u0131 y\u00fczde 182.7\u2019ye vard\u0131. Bu s\u0131n\u0131rlama ku\u015fkusuz mevcut kirac\u0131lara rahat bir nefes ald\u0131racakt\u0131r ama ayn\u0131 zamanda bir dizi adaletsizli\u011fe ve soruna da neden olacakt\u0131r.<\/p>\n<p><b>&#8220;Yeni kiralara etkisi olmayacak&#8221;<\/b><\/p>\n<p>&#8220;En basiti, Haziran ay\u0131nda bir y\u0131l\u0131n\u0131 dolduran kirac\u0131lar y\u00fczde 40 zam yediler bile. Bir y\u0131l\u0131 Temmuz&#8217;da dolanlar ise y\u00fczde 25 zamla kurtulacaklar. Bu haks\u0131zl\u0131k o kadar \u00f6nemli olmayabilir. Birinci sorun, bu s\u0131n\u0131rlaman\u0131n yeni kiraya verilecek konutlar\u0131n kiralar\u0131na bir etkisi olmamas\u0131. Cari kiralar \u00e7\u0131ld\u0131rm\u0131\u015f vaziyette. Orta \u00fcst s\u0131n\u0131fa mensup yeni evliler ya da aile oca\u011f\u0131ndan ayr\u0131lmak isteyen bekarlar bile ne yapacaklar\u0131n\u0131 bilemiyorlar.<\/p>\n<p>Bir di\u011fer sorun da, bu karar\u0131n enflasyondan korunmak i\u00e7in kiraya vermek \u00fczere konut sat\u0131n alanlar\u0131 cayd\u0131rabilecek olmas\u0131. Konuta d\u00fcnyan\u0131n paras\u0131n\u0131 yat\u0131racaklar ama \u00f6dedikleri paray\u0131 15-16 y\u0131lda geri d\u00f6nd\u00fcrecek kadar kira geliri elde edip edemeyeceklerinden \u015f\u00fcphe edecekler. Bu da konut talebini azaltabilir. Talep azal\u0131rsa, arz da azal\u0131r. Bo\u015falan konutlarda ise zaten y\u00fcksek kiralardan dolay\u0131 yer bulmak m\u00fcmk\u00fcn de\u011fildi\u201d \u015feklinde konu\u015ftu.<\/p>\n<p>Y\u00fcksel, \u201cSay\u0131n Bakan&#8217;\u0131n a\u00e7\u0131klamalar\u0131 devam eden kira s\u00f6zle\u015fmelerindeki stat\u00fcy\u00fc kaps\u0131yor. Bo\u015falan konutlar\u0131 ve tahliyeleri kapsam\u0131yor. \u015eu anda yasan\u0131n meclise sevk edildi\u011fini \u00f6\u011frendik. Bug\u00fcn veya yar\u0131n zam d\u00f6nemi gelen bir ki\u015fi kiras\u0131na y\u00fczde 39,33 oran\u0131nda zam yapacak, yasa \u00e7\u0131kt\u0131ktan sonra y\u00fczde 25 sabit zam s\u00f6z konusu olacak. Zam bir anlamda dondurulmu\u015f oluyor. Bu beklenen bir \u015feydi. 2021\u2019den 2022\u2019ye ge\u00e7erken gayrimenkul de\u011ferlemelerinde y\u00fczde 68 olarak belirlenen de\u011ferin yar\u0131s\u0131 emlak vergilerine yans\u0131t\u0131lm\u0131\u015ft\u0131. Y\u0131lba\u015f\u0131nda kamu i\u015f\u00e7ilerine ve memurlar\u0131na y\u00fczde 30 k\u00fcsur olarak yap\u0131lm\u0131\u015ft\u0131.
